Landlords blamed for rubbish tumbleweed

As university students leave for the summer, the streets of Norwich begin to show the desolate signs of a ghost town, as rubbish cleared out of tenant homes by land lords begins to drift across the streets like tumbleweed.

"Enough!" say council members, who met at a council meeting last week to find a solution to the rubbish problem. Already working closely with the police and University of East Anglia (UEA) to promote clean-clearing out practices, many blame the alternate fortnightly collections for the rise in fly tipping.

Councillors are holding Norwich landlords responsible for dumping ex-student belongings in the street and have warned that legal powers will be exercised if house owners refuse to clear up their act and fly tipping offences will be charged.

The Students Union at UEA are trying to combat these new accusations by encouraging fellow colleagues to completely empty houses and dispose of discarded belongings in an environmentally friendly way; students already take flack from permanent residents in Norwich for leaving the city half deserted.

However it is clear that student dominated living areas, known to locals as the golden triangle that surrounds UEA, do have higher problems of fly-tipping where populations are transient.
